3RD BRAKE LIGHT

I HAVE A 95 CAMARO. THE PROBLEM IS THE HIGH (3RD) BRAKE LIGHT WILL NOT WORK. I CHANGED THE BULBS, AND CHECKED THE WIRES. THE METER READ 11.2 VOLTS TO THE SOCKETS AND THE GROUND IS ACTIVE. BUT THEY WILL NOT LIGHT THE REGULAR BRAKE LIGHTS WORK FINE. MY PROBLEM IS IT WON'T PASS INSPECTION LIKE THIS.
WHAT ELSE COULD IT BE?

What is an active ground. You have voltage and ground the light MUST light. A lot of times those sockets get hot and you don't have a good gronnd. Is it a peanut light (small with wires on the side) or is it a regular bulb?

BY ACTIVE GROUND I MEAN THAT IT IS GROUNDED. BECAUSE THE METER SHOWED THERE WAS VOLTAGE I ASSUMED IT WAS A BAD GROUND. THE BULB IS A PEANUT TYPE. COULD IT BE A BAD BRAKE SWITCH EVEN THOUGH THE OTHER LIGHTS ARE LIGHTING?

The laws of electricity state that if you have power on the socket, a good bulb and ground the bulb must light.

That peanut socket type is a problem after a few years. It is so small you can't see the problem if it is burned. I would replace it as they are available in parts stores on the "fix it rack."
