1999 Camaro 3800 series ignition module problems

My 99 camaro has 137000 miles, and periodically shuts down while driving. The tachometer goes crazy, and the engine dies. If it restarts, sometimes a reduced engine power light comes on. I've had the ignition module replaced twice and the coil packs have been replaced. It seems that if the wires are messed with behind the module, sometimes that will work for a while. My question: EVAP SERVICE PORT. 1 PSI MAXIMUM. REGULATED PRESSURE ONLY. Could you explain this to me? A friend of mine thought that meant you were supposed to put 1 psi of air into this port. What will happen it that is done? Any damage to anything?

This is for the person that asked about the BFG's- I've run 2 sets of the BFG g-force super sport a/s on my 97 Camaro 3800 in the last year- I have 17x9 c6 Corvette replica wheels, and run P275/40R17 size tires- In my opinion (being a tire service professional for over 14 years), these tires are a bit noisy, and a bit harsh on rough pavement, but they grip like crazy, and as far as wear I got almost 30,000 out of the first set, which is very good considering I push the car hard in corners, and here where I live in northern Arkansas the "chip and seal" roads are hell on tires. The only tires that will beat these are Michelin, and in that case you're going yo be spending about an extra $100 per tire (btw, BFG and Uniroyal are owned by Michelin now.)
