1998 Chevy Camaro Strong gas smell at cold start

I suspect that my air/smog pump has gone out. I no longer hear the "whine" from the air pump and I have a strong gas smell from the tailpipes on cold start for 2 days now.
There is no "Check Engine Light" on instrument panel as yet.
How do I check to see if the pump is actually bad?

Check for codes regardless of no light.

Your answer does not apply. I have a 1998 Camaro Z28 and it has an Electric Air Pump.
