1994 Chevy Camaro Transmission High speed

The transmission is not shifting to high gear after 40 miles. It has reverse, low. Drive one and 2. It stays over 3000 rpm, and it doesn't shift up. I changed the 1-2, 3-4 selenoid inside the tranny. The transmission is a 4L60-E. I think the high speed clucthes are gone. Is there any other posibility, before I drop the transmission?

If it has all other gears, it is most likely an internal issue. Has it set a check engine light? If so it may be something computer controlled, otherwise it will need to come out
