1979 Chevy Camaro V8 Two Wheel Drive Automatic REBUIL miles

MY SON HAS JUST FINISHED PUTTING HIS ENGINE BACK TOGETHER. EDLEBROCK CARB, NEW PISTONS RINGS, CRANK, BORED 30 OVER ETC. WE CAN'T GET IT TO START. IT'S A 350. NEW EDLEBROCK CARB. GETTING FUEL, GETTING SPARK, TURNING OVER. ALL NEW PLUG WIRES WE'VE ALREADY CONFIRMED THE WIRE POSITION. THE TIMING CHAIN WE CORRECTLY LINED UP TO THE MARKINGS BUT THERE IS A SLIGHT CHANCE THAT IT MAY BE A TOOTH OFF. IS THERE ANYWAY TO FIX THIS BY ADJUSTING THE IGNITION TIMIMNG, AND IF YES HOW SO? JUST BY ADJUSTING THE DISTRIBUTOR? I SUPPOSE IT COULD BE 180 OUT. THE CARB ALSO PROBABLY NEED SOME ADJUSTING. HOW DO Y0U SUGGEST THE MIXTURE SCREWS.

Check the position by setting the #1 piston a TDC does the mark on the harmnic balance line up at 0? Then look at the clock position of the rotor, is it firing #1? This will show you if the timing chain is incorrect. Also if you can are both valves closed for #1?
