I have a 1997 Chevy Blazer, I can't get the windows to roll up or down and the heater or a/c will not turn on either. I have checked all of the fuses and they are fine, I don't know if this is a simple electrical problem that I can fix or does it need to be taken in to a real mechanic

Hello nweatherby

When looking at the diagram, there is a positive Temperature Coefficient (PTC) circuit breaker.
the PTC circuit breaker will not reset until the circuit is opened, removing voltage from the terminals. Once the voltage is removed, the circuit breaker will re-close within a few seconds and your window should work.
if the window works awhile and stops, the cause might be high resistance within the motor, or a binding in one of the window track.

What you need to do right now is to remove the circuit and put it back.

For the heater and A/C check
(replace) the fuse #12
