Ok, first of all, do not run this engine. It sounds like there is no oil pressure. Never take an oil pump apart, clean it out, and then put it back in an engine. If you have oil pressure, take the valve covers off and make sure everything is adjusted right. Make sure everything is tight especialy the rockerarms. Look carefully at the valve keepers and retainers. Make sure that one of them didn't come off. Your rockerarms are self aligning make sure they are aligned properly.
Your starter problem is probably caused by the violent shaking of the motor. This shaking may be caused by no oil pressure but check this also--Check and see if the motor mounts are broken. This may be the whole problem too. If there is smoke coming out from the tail pipe then I'm afraid the end may be near for your engine. Test the compression on all of the cylinders. The compression test will tell you if the rings are worn out. If so then you must make a decision, either run it till it blows up or rebuild the motor.

Sounds like the timming chain jumped a tooth or two. It's called dieseling when it makes that sound when turned off.
