1996 Chevy Blazer brakes lock up

I put in all NEW parts, powerbooster,brake lines,front caliaper,brake pads&shoes,master cylder,and the front brakes keep locking-up?

When they are locked up, open the bleeder on either side, do they free up? If so, the flex hose needs replacement, that is if the pushrod on the booster is set right! First try unbolting the master from the booster, if the wheels turn, reset the pushrod length.
