1994 Chevy Blazer Car is surging going down the road

It acts like it wants to go but is real slugish. Going up hills is a real pain. I have already tried changing the spark plugs, distributer cap and roter button. The problem is still consistant. I have just changed out the feul filter about 3 months ago. I know its not good to let your car run really low on feul but times are rough. Do you think it could be a trash problem with gas. I just got the oil changed right before it started happening. What is your best quick and cheap fix. Then give me the harsh fixes

Check your vacuum lines and make sure that the oil change place didint knock one off. Also have the fuel pressure checked.

Well in the just of all this I think I found the problem but not sure. I found that I was gettin alot of rattle from the distributer. I feel that it might be a problem with the distributer its-self. If so I will reply back and let you know. I have tryed everything else so this is a last resort.
