Power steering fluid is leaking on the inside of the vehicle, coming from the base of the steering column and what is the plastic like cover around the base of the column. Explin; is it supposeed to be filled w fluid and when I start the vehicle it drains the fluid from the reservoir and on the floor. Is the plastic cover supposed to be hooked to the column somewhere. Please show me some diagrams of the system so I may better understand the system and how to repair it.

That plastic cover is a shield I belive by what your saying, usually there is one, it hooks on the hoses at the end of the steering column.

Take the plastic shield off and look around for where its comign from, you may have a bad seal if there is no leaks coming from the hoses anywhere, just look all around it for leaks.
