1994 Chevy Beretta 6 cyl Two Wheel Drive Automatic

my 94 beretta wont turn over it sound's like the battery is going dead. The battery is fully charged and alternater is new starter has been tested and is fine. Its driving me nuts. Any ideas

No crank at all/nothing/nada:

Could be the starter, starter relay, clutch switch/park and neutral switch and ignition switch assuming the battery and connections are good.

It has a little power but wont turn all the way over.

If the battery and connections are good and you short out the starter motor solenoid this will crank the engine over without lagging-if it lags the starter overrunning clutch could be slipping
