Fuel guage shows empty at 1/3 tank

I just bought an 03 Safari, and found that the fuel guage goes to empty and the low fuel light comes on with 9-10 gallons left in the tank. When I fill the tank it shows a bit over the full mark as usual but moves towards empty faster than the gas in the tank.

Do you think it is the fuel sending unit and not the guage itself or the ecm voltage? I dont have a problem replacing the sender, but I would hate to do all that work to find that it is something else.
