2003 Chevy Astro sticky rear breaks

Mechanic replaced brake shoes and ever since he did. The rear brakes smoke and they get stuck. He said the master cilinder looked fine and so did the booster. Was he supposed to do something with the electric system before messing around with the break shoes? What could be causing the breaks to engage while driving?

Hi:
There is nothing electrical, but check to make sure they are not over adjusted, and make sure there are no broken springs. Finally and most commonly, make sure the emergency brake isn't sticking.
