The blower will come on occasionally and then shut off by itself after a few minutes while driving. I removed what I think is the resistor block. It looks like a printed circuit board with a wiring connection. It is located behind the washer fluid resevoir, to the lower right of the blower motor. When I wiped off the board and contacts that are on the board, the blower came on but shut off again after several minutes of driving. Is this the resistor block and am I looking in the right place to address the problem?

Yes that is the blower resistor. If you have a test light, when the blower isnt working unplug the motor, put your clip on ground, and check to see if the motor itself is getting power. I'd bet the problem is the motor. Resistor problems usually are speed related, as in the motor will work on some speeds and not others.
