2000 Chevy Astro instrument lights don't work & no fron

My 2000 Chevy Astro is not having instrument illumination lights.
I check the bulbs on the instrument cluster and they are good. I checked voltage from the 22 pin behind the cluster panel. The Grey cable is around 0.7v (I have no idea the number of the Grey on the terminal. I checked earlier chassis electrical system on Haynes Repair Manual 12-21 and found the Grey is responsible for the power input.)

Voltage feed checking:
Pink; Tan; Orange all around 14v
All others including Grey below 0.8v

Ground:
1) with No ignition on
Grey; Pink; Green: 0;
Black 10om (is this the ground itself?)
2) with ignition on
Grey; Pink: 0
Green: 75om
Black: 24om

I also check the dimmer switch visually and found nothing abnormal.
And the gauges are working. PRND works too
2nd
Almost no vent (warm or nature) come out from front outlet, but out from the far end outlet on top of the dash (is that the defroster grille?).

I don"檛 remember when this happened because I don"檛 use it at night very often. And yet I did saw a smoke came out of the dash eight month ago. Because of that?

Let start with power distribution.
Illumination fuse 14
10A
the GRY wire from the fuse 14 com to a splice S219.
the S219 feed :
radio
heater and ac
instrument cluster
window wiper
body control module
heater switch rear
overhead console
ac switch rear.

My concern is the GRY wire from S219
(splice in the diagram) to the cluster .that wire provide power to the instrument lights.
check power from the S219 to the custer.
tell me how you tested for power, nest, we will test the ground side.
