1999 Chevy Astro Engine will not turnover

I have an intermitten problem where the engine will not turn over when starting the van. I can hear the fuel pump hum, the dash information lights come on, and the starter relay is clicking but the starter does nothing. It does this either cold or hot, in park or neutral. Wait a while and everything cranks just fine.
