1998 Chevy Astro fuel filter replacement

-How do I replace a fuel filter of a 98 chevy astro.
-also when I start the van it takes too many trys to start, ones it starts, starts at ones but some times I need to put carburator cleaner to make it start, thats the only ploblem because ones the van starts it works perfectly.
