1997 Chevy Astro air won't blow through registers

Just bought this cargo van. The air won't blow through the front registers. It does blow at the floor and through defrost. I hear the fan blower working through all speeds. I checked the fuses and the relays. I hear the compressor going off and on and feel a hint of cold air trying to come through. I pulled off the shroud where the air chamber is, below the air bag. There is a piston type plunger on the right of it that looks like it opens and closes a flap or something that redirects the air from floor to top registers. No matter what I do with the settings on the dash, the plunger doest't move. I manually moved it with my hand and I hear different sounds, but no air once again through the registers. Any ideas? Your problem is a broken vacuum line coming from the intake manifold going to the vacuum port of the dash. The easiest way to repair this is to remove the dog house and run a rubber vacuum hose instead of the broken plastic one. The line runs from the intake to a vacuum line under the hood that comes out of a wiring harness. Its hard for me to explain exactly what it looks like but if you look at the middle area of engine from under the hood you will see a vacuum line running from the pass side to the engine on the drivers side. This is the line that breaks. Let me know how you make out
