1995 Chevy Astro wont start cold

My astro will not start first thing in the morning or when sitting a long time unless I use starting fluid, then it runs great and will restart after short stops. What is wrong?

Check the coolant temperature sensor/fuel pump and oil pressure sending unit to include the fuel pressure.

Idle the engine find the fuel pump relay remove it-did it stalled

What does it mean if the engine stalls when I un plug the fuel pump relay?

The fuel pump/oil pressure sending unit went Kaput-it powers the fuel pump after the engine starts up-the fuel pump relay just primes it for 2secs to get the pressure upfront then it takes over powering the pump

Check the fuel pressure and get back with the readings.

My fuel prressure is 40 psi and bleeds down to about 38 and holds steady How do I know if it's the pimp or regulator?

EFI system don't like incorrect fuel pressures-reommend replacement
