I have repalce my water Pump and I am having trouble reinstalling the serpentine belt. I dont know how the tensioner device is set up.

Hi:
The tensionier is designed to be pulled to the right to loosten tension then spring loaded to go back to the left. It will require one of the following to turn: 3/8 ratchet, 1/2 inch ratchet, 15mm box end, or a 16mm box end. Sorry I can't be more specific, but they have changed so many times over the years.
