1992 Chevy Astro No power to fuse block

The van belongs to my daughter and was running two months ago. The battery was dead and has been replaced. There is still no power to the fuse block, no lights, no ignition, etc. Does this van have a master fuse in the wiring from the battery to the fuse block, or a circuit breaker? Any ideas would help.
