Are you talking about the ecm B fuse? Sounds like a dead short to ground, that fuse circuit is live all the time. I'd have to trace the wiring circuit.
You can unplug everything on that circuit, hope for the best, but, if it is a bad wire somewhere, it will still blow the fuse. So you don't blow all your fuses, you can use a testlite across the fuse terminals, if the testlite comes on, the circuit is grounded, that is bad. You will have to unplug the constant voltage to the pcm. Also the fuel pump relay and the fuel pump o/p switch. If the lite still comes on, bad wire somewhere.
