Fuse? Or?

2002 chevy astro speedometer, digital gear indicator, gas gague, radio wont work. Checked all fuses they all are fine

The radio has two fuses, one goes hot when you turn on the key, the other fuse is hot all the time. Use a voltage tester on the fuse circuit. Even if the fuse is good, if no voltage, the circuit is dead.

Check for applicable trouble codes. The pcm sends serial data to ipc instrument panel cluster for gages.

Fuel gage defAults to empty, if
Pcm detects malfunction with fuel level sensor or
IPC detects loss of class 2 communication with PCM.

Explanation for other issues are similar. Right now, I'm thinking an issue with IPC, I can't be sure without further testing?
