I changed the battery on a jetta1999 and now the car will not start. also my interior lights and trunk will not open

Check for blown fuses inside and under the hood. It's common to blow a few from the surge when connecting the battery. You can avoid that by using a memory saver device. On a lot of newer cars that is a must, otherwise numerous computers will go into a lock mode and have to be unlocked by the dealer. That means a trip there on a flatbed truck.
