Car will not start but cranks after PCM got wet

The car's PCM got wet and fused. Then it went for a repair. It still didn't start and I replaced the crankshaft sensor. It still didn't start.

Has the PCM been replaced? Also, if the engine is cranking, the PCM is new and programmed, are you getting spark and fuel to the engine?
