When stopped and with the transmission in drive gear it makes a loud noise and car will not move?

I don't know what it is but it's doing it more now. I stop and it makes this very loud screeching noise from the front of the car and the brakes get locked and the car won't move but it is in drive. I have to wait for the screeching noise to stop, then turn the car off and on for for the brakes to release and move but now when I put it in park it makes the same loud noise.
