Limp home mode, code P1189-8 M55

Hi, I have the car listed above ml270cdi. Which is currently in limp home mode. I have hooked it up to a diagnostic machine which has brought up a few codes, one which is code P1189-8 M55 inlet port shut off motor. Checked signal line of component M55 for discontinuity. I don’t know what this means? Does it mean the swirl flap motor is faulty or is it something else? I have replaced MAF sensor and cleaned EGR and manifold, EGR seems to work fine. Swirl flaps are not actuating so something is not working but unsure whether it’s the motor or an electrical fault. All in is greatly appreciated, thanks in advance.
