Car shuts off then restarts on its own

My vehicle will be idling and then it shuts off, but if I am rolling it restarts on its own. While driving down the road it shuts off and restarts. I just noticed that it does it more when my gas is down to a quarter of a tank. When it is showing a quarter of a tank and it shuts off my gas hand drops to empty and the light come on. And it will do it again and the light goes off and the gas hand goes back up.
