CANT PASS EMISSIONS HIGH NOX LEVEL

I was wondering if anyone can help I cant pass emission I went to them 3 times the first time I went it say I had high CO but I change the o2 sensor both and I went again a 2nd time it still fail not the CO but the NOX level
I went and got a new EGR Valve from a used auto parts place went home and clean it and took it out there the 3rd time still didn't pass still had high NOX level like last time but a little lower

I don't know what the problem is the last thing I was gonna do is to change the catylistic converter to a new one but I dont want to change it and have the same result

Sorry was In a rush but the reading for the Nox was
The limit was 1.500 my reading was 1.892

I would use only a new egr valve.

The cat converter sounds like the failure

What type of cat do u recommeded a catco or a magnaflow
