Can a TPS be installed incorrectly

I installed a new throttle position sensor into the vehicle listed above. Now the RPM's will not go below 1,000 should be around 750. When I installed it I placed the TPS on the throttle body and to lower the RPM's I turned it forward will not go below 1,000 should I have placed the TPS passed the forks and pulled it backwards to adjust the rpm below 1,000. I also test drove it after I installed the new one and also replace the battery and the RPM's while driving jumped up to 6,000 figured that was because the TPS was trying to adjust itself via the computer.

You are able to adjust this sensor. I attached the procedure so you can try and drop the voltage/RPM of the sensor.

Let us know what you find with this. Clearly you don't need the scan tool. Just hook a meter up so you can see what the voltage is of the sensor.
