Can a Honda Accord EX condition master booster fit a Honda Accord 1999? Can't drive the car.

Not sure I understand the question.
So, you want to know if the brake booster and master cylinder interchangeable between 1999 and what other year accord?
If it is the same year, as long as they both have ABS brakes, it will be interchangeable. Also, if they both have four-cylinder engines.
