1996 Cadillac STS Running rough and no power

What does it mean when engine is running rough, boggs down and chokes up everytime you press on the gas peddal and sometimes it runs very slowly from a stop sign like it has no power. Also, it smells like a strong gas odor inside the car and smoke comes out dark and leaves a black suite around exhaust.

Is this accompanied with a hard start, possibly requiring you to crack the throttle a bit? Is it a raw fuel odor, or exhaust? Pull the upper engine cover, and pull the vacuum hose to the fuel pressure regulator that is in the fuel rail. Check for liquid fuel at the vacuum port.
