1994 Cadillac STS runs rough

The new motor only has 40,000 miles I had a tune-up on it a year ago and when I drove it from houston to dallas texas it ran just fine and got 20+ miles to the gallon I am in a rehab facility and just got my car back from a friend and it runs really rough and the computer is saying the average gas mileage now is 8.8 and it is sucking the gas up what do think could be wrong, I am in a rehab center and only get $15 a week and cannot afford to pay for this can someone help me

There are only a couple scenarios that could be the possibility without throwing a code, like a dirty fuel filter, which is a number one possibility. Also a dirty throttle body, maybe a bad pcv valve. So I would change all of these, they're all inexpensive and easy to do.
