The ac blower does not start and run consistently with either the heater or AC system. The fan will run sometimes and not run others. Totally random.

Doesn't appear to be related to temperature control system or ambient conditions. Fan does not make noise when it runs, and no noise (hum like its stalled)can be heard when it doesn't start.

When using the AC, the compressor will continue to cycle if the ac system is turned on. AC function switch position has no impact.

Under the rh side of the dash is an insulator, remove that and you will have access to the blower motor. It is a two wire connector, large wires, I believe purple and black. If you have a test light, check across the two terminals when it fails to run, if it lights you need a blower motor. You might even try just tapping on the motor with a screwdriver handle or similar, and see if it starts up also.
