1999 Cadillac Seville Changing PCM Module

I replaced my Engine Control Module and my display reads, "STARTING DISABLED". What can I do about this? I have tried disconnecting my battery to reset every thing but no success.

When changeing the pcm you have to have it reprogramed at the dealer, the scurity sys is disabled because of this
