1994 Cadillac Seville gas pedal

Whenever I turn the key on or off, the gas pedal goes up and down by itself and makes a clicking noise under the hood for about 30 seconds to a minute. What is causing it to do that?

The worm gear in the IAC motor is getting worn, otherwise its normal
