what are the pors/cons of replaceing the lifters w/o replaceing the camshaft, and the chance of engine damage?

You will not gain anything putting worn lifters on a worn camshaft. It is the worn camshaft that starts the lifters to wearing. You won't necessarily face any engine damage, as opposed to continuing degraded performance.
