1999 Cadillac EL Dorado engine hesitation

The engine hesitates and sputters at low speed acceleration. The fuel gauge also acts funny (Goes up and down over an hour or so driving. I believe it's the fuel pump/sending unit in the gas tank, but don't know for sure.

Any suggestions?

Your probable causes here could be one of the following below.

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
False air leakage.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard.
