The reason it is falling out, and that the panel is loose, is because the plastic hooks have broken off of the trim panel. This was a common problem, so much as they created a special repair kit, and procedure to fix cars still under warranty. When you look at the length of that panel, and the amount of inertial force that can be put on it when firmly closing the door you can understand why. It is a poor design. Eldo's were primarily the problems, but Sevilles had plastic hooks from approx 94-97, they also had smaller panels/doors. The repair kit involved steel hooks, that were put in place of the old plastic remains using a two-part epoxy. It worked fairly well as long as the epoxy was given ample cure time. A replacement door trim panel was around 500 bucks at the time, I am not sure what it is now. Check with a dealer if you want it repaired with the kit/procedure mentioned above.
