1996 Cadillac EL Dorado rough idle

When my gas tank is 75% full, my check engine light comes on and "service emission systems" message appears. The car runs rough and tends to stall. When I fill the tank and drive a few miles the messages go away and the car runs normally. Originally this problem happened when the car was very low on gas. Is this a fuel filter problem?

I wouldn't think a fuel filter would be conditional dependant upon fuel level. You could have a split pipe in the fuel tank, and when the level is low enough it draws air and lowers volume, thus the stalling and service messages that I would guess are due to running lean. You would have to have a fuel pressure gauge installed to validate this.
