if the power steering fluid is not low and the pump has been replaced and the belt replaced what else could make it hard to turn?

Steering column problems, bad rack and pinion, binding strut plates, frozen ball joints, power steering hose problems, check valve problems or just maybe designed that way since I don't know how bad this is.
It needs to be inspected by a competent technician.
