MY 1999 DEVILLE HAS A HARD STARTING PROBLEM
AND ONCE IT STARTS THE IDLE RUNS UP AND DOWN. STRONG ODER OF FUEL AND THE CODES
ARE P0440 CHECK FUEL CAP AND P1133 AND P1599. VALVES PING UNDER LOAD. LOW POWER. CAN, T FIGURE OUT WHAT IS GOING ON CAN YOU HELP?

Check for a lweaking fuel pressure regulator, by pulling the vacuum hose. There should be no liquid fuel at the vacuum port. The 440 is an evap system leak. Make sure the cap is fully installed, and clear the codes. If it returns, you may have a faulty fuel cap, or a leak in the system. This could be at the sender seal, a faulty vent solenoid, cracked tank, or elsewhere in the system.
