Can the fuel pump fail if the car is attempted to start on an empty tank (4 attempts, 20 sec between them)?

It's possible it could burn up, yes. If you ran out of fuel and have trouble starting it back after refueling then most likely the fuel filter is clogged and also the fuel system needs primed. To prime it, turn the key to ON position without cranking, then back to off. Do that several times to prime. If still won't start then replace fuel filter
