1993 Cadillac Deville turn signal

Turn signals dont work. Started to blink slow but now wont work at all. Hazzard dont work either. Jf break lights on I can make rear blink but front wont even turn on. I also cant find the location of the flasher.

There is one in the fuse panel, and one up in the dash where the steering colume goes into the dash, its up by the steering colume
