1991 Cadillac Deville Idle problems

I have a problem with extreme rough idling and rough running until the car reaches 55-60mph. The car has had a tune-up, which the place where it was done messed up by crossing plug wires. Even after the plugs were properly wired, with two having to be replaced, it still is idling and running rough. The mechanic has tried everything he knows and gets no alert or warning on the computer. When the tune-up was done they also replaced the IAC motor. Could this problem be caused by the motor possibly being bad or some sensor or something not being set correctly?

When you turn the key to the on position, does the service engine soon light work?

The car has been in the shop for two weeks now but I think the light did come on. I know it did for a few seconds when I started the car.

At this point if it runs as bad as you are saying, it should have stored codes, By crossing the wires it may have caused problems in the coil, or ignition module.
