1991 Cadillac Deville how to fix

I have a 91 cadillac deville 4.9 v8 an I am geting a code e27 open thottle circiut egr im trying to find out what needs to b replaced to fix also when I turn off the car the gas pedal moves up an down for about 10 sec could that be why it does that or is that a different problam?

Look down the throttle plates, with plates open engine off, there are 2 egr tubes that may be clogged up with carbon, the plates need cleaned, and the TPS needs set up, and an IDLE relearn, the gas petal is a normal condition, the ISC motor does this to raise the idle for starting and when the ac is on, it works off the TPS signal
