1987 Cadillac Deville radiator fans

My radiator fans don't come on during long idleing periods. I've checked the fans to make sure its not the fan's motor, I've replaced the radiator fan switch and replaced the thermostat. So I hoping you guys could tell me the next step.

One of them should come on with the AC turned on

does it overheat or something? Are you loosing coolant?
