2003 Cadillac CTS windshield wipers

My wipers will not turn off. They will just start up when in the off position. I do not have auto wipers.

My friends 2004 ESV has the same problem on the road to my house from colorado to alabama fuse pulled

Check the wiper motor relay could be sticking
