Looks like it's torn. You are likely going to need a new bumper cover plus paint work. Depending on the cost of the bumper, you could be in the $700 to $800 range with paint

It's not fiberglass, it's rubber and I have no idea what could be damaged behind there. That's why you take it to a body shop.
