1998 Buick Skylark tension arm to loosen belt

Where can I see a diagram to tell me where the tension arm is so I can replace an alternator?

there should be one on the header on the front under the hood. If not check your car book if you have one. If neither of these check at the auto parts store when you pick up the alternator. They may have one.
